Reseat / Replace network cable between NTU, and router.

Connection to radio
Remove power from the NTU for 10 minutes. Afterwards, re-insert power supply into NTU.
If the service is still offline, remove power supply for an additional 15 minutes.
If after both power cycles the service is still off, note the NTU LEDs and escalate, it may require a service call.
